Military Recruitment
The Law:

Each school year, under Section 9528 of the 2001 No Child Left Behind Act, the Portland Public School District is required to provide the names, addresses, and phone numbers of Juniors and Seniors to the military and colleges and universities for recruitment purposes. Additionally, military recruiters and college recruiters are to be given the same kinds of access to students in the schools. The consequence for non-compliance is a potential loss of federal funding to the entire educational program.
Opting Out

The law doe s permit parents to instruct the District not to release their student's information to the military and/or colleges and universities (this is known as affirmatively opting out). Students, eighteen years of age or older, can opt-out on their own. Opportunity for opting out is provided by the District on the annual registration form by completing question number 106. You may opt out of both the military and/or college/university recruitment process or you may choose to opt out of one, but not the other. Once the school receives the registration form, that information is entered into the District's student data base. If you do not answer the question, your student's name will be included in the data sent to the military recruiters. Once the District submits the list of Juniors and Seniors to the military, the District has no control over how that list is used.
Deadlines

The military recruiters from the various services join together to select one representative who contacts the District Information Technology Department for the names, addresses, and phone numbers of Juniors and Seniors who have NOT opted out. The District, not individual schools, will provide this information to the military after October 1 of each school year.Parents must be sure to complete the registration form, answering question 106 and making sure that Wilson High School receives the registration form before October 1. If you do not recall how you completed question 106, and you want to opt out, you may submit a written request to the Principal requesting opt-out. This must be done prior to October 1st, allowing for computer input time into the database.
